We link up Hamburg | Management | Management Report | Annual Financial Statements | Further Information The segments U-Bahn and bus services, together with the Personnel and Work Safety Department and the Environmental Protection and Fire Safety Department make up the Personnel and Operations Division. The Finance and Controlling, Purchasing, Information Management and Legal and Real Estate as well as the Sales and Transport Economics Departments form the Finance Division. The Technical Division consists of the Project Construction and Rail Plant, Infrastructure and U-Bahn Rolling Stock Departments. The HOCHBAHN is particularly dependent on the legal framework within which it functions and on political decisions concerning public transport policy in the Free and Hanseatic City of Hamburg. The main driver of the company’s positive development in recent years was the significant increase in numbers of passengers carried, which rose faster than the average for Germany as a whole. The HOCHBAHN is geared towards further growth. Major projects during the year under review, 2015, were the continuing delivery and commissioning into regular service of additional new-generation DT5 type U-Bahn rolling stock, the testing of new innovative propulsion systems in bus operations (in particular on the Innovation Line 109) acceleration of ongoing work to convert U-Bahn stations for barrier-free access and the extension of the U-Bahn line U4 up to the bridges across the Elbe. On top of these, the following projects occupied an important place in planning activities: the extension of the U -Bahn network as far as the Horner Geest (U4), the new station at Oldenfelde (U1) and the new U- Bahn line U5. 1.2 Goals and Strategies The corporate strategy HOCHBAHN 2030 has as its vision “intelligent mobility for a future worth living in”. In this context, the HOCHBAHN is developing a holistic, integrated range of future mobility options for Hamburg. The HOCHBAHN has set itself clear targets as to how it needs to manage the implementation of this vision. The overarching goal is to increase the numbers of passengers. In order to reach this primary goal, the HOCHBAHN has identified six fields of action with the corresponding targets. 16 To be the guarantor for high-performance local public transport services Hamburg is a growing city. This means that it is necessary to adapt our transport capacity with a view to the future in order to maintain the current quality of journeys with the HOCHBAHN in the coming years. Besides the procurement of new buses and rolling stock, extending local public transport to serve new work and residential districts and expanding the infrastructure for bus services as well as the rail network are areas of major importance.

Annual Report 2015 To be an arranger of complementary mobility options The culture of mobility is changing; in modern big cities, it is becoming less and less important to have your own car. And if there is an attractive range of mobility options available, it is much easier to do without having a car of your own. This is why the HOCHBAHN, under the trademark name switchh, is organising multimodal transport options with partners in car sharing, bike sharing and car rentals to strengthen its core business. There are meanwhile a total of nine switchh points giving the citizens of Hamburg access to multimodal mobility. After the conclusion of the pilot phase, it is planned to expand and develop switchh in 2016 to get even more people on board who want to achieve, together with the HOCHBAHN, a long-term sustainable transformation of mobility culture in Hamburg. To be a driving force in environmental and resource protection Environmental and resource protection has traditionally been a key concern for the HOCHBAHN. Through new propulsion technologies and technical progress, the HOCHBAHN is continually enhancing the environmental efficiency of their means of local public transport. To meet the ambitious target set by policymakers of only procuring buses with zero emission propulsion systems from 2020 on, the HOCHBAHN has been operating the Innovation Line 109 for over a year now. This is the first line in Europe to test different propulsion technologies in service, thus enabling a direct comparison accompanied by scientific scrutiny and evaluation. The insights gained in this way will be used in the further development of the individual technologies involved, together with the industry, in order to bring vehicle drives to series production maturity in the coming years. To be an efficient provider of mobility services Guaranteeing a high-performance local public transport system goes hand in hand with a high level of investment. At the same time the cost constraints imposed by the city of Hamburg as our shareholder are a decisive influence. Strict demands on efficiency in expanding local public transport and the examination of new approaches to financing are helping to work towards our goal of increasing passenger numbers while keeping the economic parameters firmly in view. To be an internal operator with the highest level of competitiveness In order to secure the direct award of the licence for public transport services, it is absolutely necessary under the provisions of the Public Transport Act (Personenbeförderungsgesetz) that the HOCHBAHN continues to demonstrate that it is efficiently and successfully run and thus is the internal operator in Hamburg with the highest level of competitiveness. For the purpose of evaluating its competitiveness, the HOCHBAHN, among other measures, carried out an extensive benchmarking analysis with other public transport operators in German big cities, scoring good results. 17
